Some lessons from scientific practice on its development and growth of knowledge. On Feyerabend’s perceptive view in epistemology

Feyerabend generally is known most for his discovery on the helpfulness of breaking rules when they become a hindrance and for the legitimacy of the counter-inductive approach as a way to make fundamental changes in science. But his view about the decontamination of old theories and the implantation of new theories‘ conception deserves equal recognition. And, of course, his alternative of open instead of closed exchange is invaluable as epistemological contribution. All this together make Feyerabend‘s viewpoint very distinct, especially to understand the need of openness as a condition to make easy the scientific development. Those three aspects constitute the originality of Feyerabend‘s contribution in the philosophy of science, which will be the focus of this paper. These novelties, as it will be argued, fill respective aspects where previously there were shortcomings, which made possible to clarify.

Analysis of critical approaches on interative communication enabled by social media

Interactivity is one of the most discussed terms in studies on new media and, recently, on social media. A significant number of authors with a positive approach towards social media, share the opinion that interactivity is the most prominent feature of the new generation of media, which has changed the audience's access to information. Meanwhile, in the last years, the critical attitudes to new social media platforms, including Facebook, Twitter, Instagram, etc are growing. Critical authors view interactivity as a fetch that social media platforms use to gain more information on user behavior and activity, which they, then use as a product to be offered to advertisers. At this point, essential question marks are raised regarding the participatory culture and the algorithmic logic of social media and the transparency of them towards their users. Our study is focused on interactivity, looking at it from the perspective of the two mainstreams mentioned above, in order to address the key questions raised over this issue. The study is basically based on a qualitative analysis, examining the main critical approaches of different authors.

Dissemination of social media platforms has brought a fundamental change in traditional public communication, which previously was a managing process managed exclusively by actors such as journalists, politicians and various interest groups.
Politicians or individuals engaged in the press offices of different institutions are now increasingly choosing direct communication with the public through social media platforms. This has resulted in de-intermediation of public relations, mainly political actors, and beyond.
Some of the pioneers of social media advocate that these changes are leading to a de-mediatized communication, have influenced positively on the quality of democracy by promoting citizen participation in public debate.
This study is focused on the role that social media has in the transformation of political actors communication with the public, and the impact that this model can have of communication in shaping the public sphere.
During the study there are analysed various authors approaches and real cases from the Albanian context of political communication. To conduct the study there will be used mainly qualitative research methods.

This paper aims to introduce the approach of journalism students to PR-practices and public relations in general. The paper is based on empirical results obtained from an extensive survey with students of journalism in Tirana, Elbasan and Shkodra in 2015. The main goal is to analyse the priorities of students before emerging in the labour market and specifically their attitude to PR as field employment in the future. At a time when the boundaries between PR and classical journalism are becoming indecipherable, we are interested to know the attitude of the students of journalism to these developments. How endangered is the journalistic profession from interference of PR offices? How optimistic are they about the future of journalism? Where do they see themselves employed in the near future? Etc. The paper will attempt to answer these questions and others that will raise with concrete figures.

This article deals with activities to develop listening language skills in a context of authentic learning in the subject of English language in Kosovo schools. Looking into this issue we studied the relevant literature, used results of the visitations of English and Albanian language classes in 30 schools in Kosovo, and results of a questionnaire administered with 229 teachers of English language in ten Kosovo schools. Good practices observed during the visits organized in five American schools during the winter of 2015 have also been taken in consideration. The aim of the article, based on the findings of the quantitative and qualitative research in some 30 Albanian schools, is to identify and suggest learning activities in the classrooms that would help improve the development of student listening skills in the subject of English language. The suggestions can be generalized and used by teachers of the Albanian language as well. Within the integrated learning approach and the competence based curriculum framework which is being applied recently in Kosovo, the strategies suggested in this article can be used for the curriculum area of languages and communication.

Almost all methods of ELT put in their first place the students’ performance. As part of students’ performance are also the skills such as: reading, writing, listening and speaking. Some methods pay attention more on reading and writing, while some others such as CLT pays more attention on communication (speaking). In this research paper were tested the secondary school students, respectively tenth grade Kosovo students, in order to get information of the correlation between the variables (skills) for students taught with ESA and students taught with CLT. At the same time, it was also seen, which the skills are where the students have shown better results with above mentions methods of ELT.

The debates on the press freedom have never disappeared throughout the history of print and electronic media. However, during different periods of this history, the restrictions on press freedom have been expressed more or less, in a harsh or soft way, depending on social, political, economic or cultural developments.
My professional curiosity has pushed me to conduct a research on the real shapes and dimensions of the influence on journalists and media outlets in Kosovo. The feedbacks from the questionnaires show that the influence on the journalist is bigger than the external perception.
Through the questionnaires I’ve tried also to understand the ways and methods of influencing. Based on the analysed questionnaires the influence on journalists is executed in a direct or indirect way, in a strong way (by order) or in a polite way (through advices and recommendations).

The establishment of a good atmosphere in class is achieved through the interconnection of subjects and creative activities with children, which affects the motivation and development of the key learning competences, in order for them to better understand the world around them. Therefore, the cooperation between institutions makes the planning and accomplishment of the student educators’ practice possible, allowing them to become aware of their work with children during their studies. The analysis of the students’ work remains an important process during the receiving of theoretical information. It is also important in the accomplishment of their practice in preschool institutions and pre-primary classes within schools in order to motivate the children to learn. This study emphasizes the work of student educators in the following two courses: (1) Theory of Learning Through Practice and (2) Pedagogical Practice for the planning and realization of different activities in cooperation with the educators in the preschool institutions and pre- primary classes. Hence, we think that the interconnection between theory and practice greatly affects the creative work of students in the motivation and development of the children. The study analysis is based on the analysis of classwork.

The period from the 16th to the early 18th century marks a new stage with new historical conditions and circumstances for the Albanians. The Albanian society had lost a significant part of the human vital forces and had been stripped to some extent by the craftsmen, traders, and cultural ones. On the other hand, the new economic and political phenomena that originated and acted after the Ottoman conquest, such as the generalization of the timar regime as units with separate natural economies, the ongoing wars and military expeditions to strengthen Ottoman power, the putting into service of the enemy and the Albanian feudal lords, the great political-administrative fragmentation, etc., became the main causes that slowed the pace of the country's economic, social and cultural development, which influenced the slowdown in the dynamics of different aspects of life.
Archival research on writing this study also focuses on funds of Oriental, Cyrillic and Latin manuscripts stored in the libraries of Kosovo, Albania, Macedonia etc. The study analysis is also based on archival research of oriental funds in Pristina, Sarajevo, and Skopje. However, first-hand sources for drafting this paper remain the ones that have been researched in Turkey's archives, especially in Istanbul and Ankara. In the context of this scientific research, a special interest is also the confrontation of the historical theses of Albanian historiography with Serbian historiography.
The work of this research suggests that it offers rich source material. It deals with a chronology and approach to the use of contemporary scientific-methodological techniques.

The situation created as a result of the Covid-19 Pandemic has paralyzed the normal life of human society almost all over the globe. In addition to disruption of health, education, economic systems, etc., this situation has seriously damaged physical sports and recreational activities. The necessity to keep fit makes athletes to constantly try and find ways to organize training, while minimizing the risk of infection. Some of these ways are: a) medical measures or continuous testing of athletes; b) ‘team quarantine’ for the longest period of time that minimizes contact with other additional people of the club members where he/she trains; c) maximum care for maintaining the minimum allowed distance and contact between athletes. Meanwhile, outdoor recreational activities can be more easily controlled. However, these ways are not sufficient, so the consequences will be irreparable for a long time.

Employment Policies for People with Disabilities in Kosovo

The purpose of the paper is to understand the employment policies related to people with disabilities in Kosovo. Two main methods are used in the paper, first, the method of analysing statistical and administrative data on the situation of persons with disabilities in the labour market, and analysing budget expenditures for disability schemes in Kosovo, and, second, the method of analysing institutional strategies, action plans, and primary and secondary legislation governing the employment of persons with disabilities. The main conclusions of the paper are: (i) Kosovo does not have official statistics regarding the number of persons with disabilities in general, and their situation in the labour market; (ii) expenditure from Kosovo’s budget for financing disability schemes has steadily increased in the last three years; (iii) Kosovo has prepared and adopted an advanced legal framework that promotes vocational training, vocational retraining and employment of people with disabilities; iv) Kosovo does not have a strategic document (strategy or action plan) that defines the vision and long-term goal of increasing the employment of persons with disabilities.

Postmodernism ignited a rapid growth in oppositional cultures in the late 20th and early 21st centuries. Among these oppositions are feminism, animal right movements and queer culture. The oppositional forces, silenced by the power, discourse, and knowledge of dominant cultures, countercultures strive to speak for themselves and resist all forms of subjugation and marginalization. In the West, oppositional cultures have been able to create a queer cinema of resistance. African queer cinematic engagement came late with Mohammed Camara’s 1997 film-Dakan, believed to be the first film to focus primarily on LGBTQIA+ themes from West Africa. Ever since the above film pushed the queer sexual orientation into the center of discourse in Africa, film industries such as Nigeria’s Nollywood and Ghana’s Ghollywood and the South African film enterprise have followed suit. The questions that emanate in this study are, do these narratives on new sexual identities-LGBTQIA truly reflect indigenous African ethos? Is queer cinema germane in creating spaces for new sexual identities in Africa? Against this backdrop, this study examines African queer cinema as a struggle against heteronormative and oppressive tendencies. The Media Influence on Albanian Society

The focus of this study is the relation of media with the audiences in Albania and Kosova. The study further aims to analyze the relations of television media, as a means of mass-communication with the public, observing above all their tendency to transform television into a control tool, namely to influence the path of creating independent judgments. The talk show type programs present in Tirana media will be treated as shows simulanously serving to initiate the public defense of powerful people. This claim shall be followed by the attempt to answer the questions: is the tendency to win the “public battle” one of imposing “the indisputable truth” to the audiences? What is the media impact on them and what transformation do media undergo as a result of the mediatization of society? What is the relation between them and what is their mutual refusal or impact? Does the Albanian spectacle present the current situation in Albanian society or is it an unrealistic portrayal of made-up images? Beyond this, other TV media from the Albanian environment will be treated, together with their impact in shaping the public opinion. Televisions in Kosova will be treated as being in apathy with regards to spectacular talk-shows, and dominated by political tendencies which predominate the cultural discourse. TV opinionism comprises another characteristic of the “Albanian spectacle” which will be in the focus of this study. Does this opinionism constitute a media mechanism to spectacularize the public, or does it comprise, together with the media itself, an instrument in the hand of “power” to control and construct the society? Special phenomena characteristic for the Albanian media in Albania (and its impact on the society), will be contrasted and compared to special phenomena of the media in Kosova (together with their impact). The relation of television with the public opinion in Albania and the tendency to “spectacularize” the society through presenting public judgments will be in the core of the research; while in Kosova the tendency to develop controlled media through information control shall be looked into closely.

The way how radio and television operators cover an electoral campaign has been and remains a subject of discussion in order to improve their performance and editorial offices meet the professional and deontological requirements.
Evaluation and analysis of specific subjects, or of the market in general is made with the monitoring of broadcast contents.
The main focus of this paper is precisely on aspects of the monitoring process of audio and audio-visual media during the electoral process in Albania, the carried over or new features and phenomena.
Referring specifically to the campaign event of local elections of 21 June 2015.
By addressing the applied methodology, the management method, what market part the calculation of indicators of campaign coverage includes, in duration and contents of information and messages addressed to the public, etc.
By identifying and analysing the concrete dynamics of how the monitoring infrastructure works and how much effect it has, the work is also an effort for proposals and ideas that improve the situation, in order to achieve a comprehensive and qualitative monitoring, also in response to the process of transfer of audio-visual broadcasts from analog to digital.

The television today has become one of the most powerful means of mass communication, it has become an everyday man’s need of our century. It directly affects human’s education, ethical and aesthetic formation. As a technical invention of the past century, television can be ranked among the most important communication means.
Advantages of the television compared to the radio and newspaper are that it affects the audience more strongly due to the fact that it is a visual-auditory communication mean. Its advantages compared to film and theater are that, unlike those two, the television goes to the audience’s homes, and as such, in today’s terms and furthermore in perspective it has a larger audience than the cinema and theater considered together.
Not everything broadcasted on the television is related to the artistic work. News, scientific and political conversations, information, have nothing in common with television arts.

“Il faut défendre la subjectivité”: Vulnerability in Levinas’s Ethics

Levinas conceived ethics as a contestation of the ontological imperialism and its asphyxiating order dominating Western culture, arguing that, rather than ontology, ethics is first philosophy. Supported and led by a phenomenological description of the concrete life of the embodied subject, his philosophical work achieves a radical critique of the sovereign subject by emphasizing the exceptional ethical significance of subjectivity. This paper discusses three key features that, according to Levinas, define human subjectivity, namely, vulnerability, passivity, and weakness, stressing how he thinks of subjectivity in terms of both welcoming and persecution at one and the same time. Lastly, by relying on Butler’s critique of the Levinasian ethics, the paper addresses Levinas’s take on politics, pointing out why political issues enter his ethical discourse.

The denationalization Policy of the International Community in Kosovo

This paper aims to argue that the international community, especially the UN and the EU, through their missions in Kosovo, have never supported resolving the Kosovo issue in the context of the Albanian issue in the Balkans. International mechanisms have been against the identification of Kosovo as an Albanian national issue, as they have imposed standards, criterias and policies that lead to the alienation of political identification of Kosovo with what is albanian. Through formulas and slogans on multiethnic society, the international community has made it impossible to build and identify Kosovo as an Albanian national state. By stopping Kosovo’s identification with the Albanian nation, making it impossible to unite with Albania by imposing exclusively non-Albanian state symbols, promoting the relativization of Serbia’s invasive past in Kosovo through the so-called history review process, the international community in Kosovo clearly has implemented denationalization policies that, as a last resort, after denationalization, would have the creation of the so-called new Kosovo national identity. Through qualitative methodological approaches, the paper will review, analyze.

Teachers’ Perceptions of the Curricular Reform Implementation in Kosovo

The perceptions that teachers create about the curricular reform act as determinants of their journey towards the application of the reforms in practice. This research explores the perceptions that teachers have about the curricular reform and its implementation in Kosovo. The research took place in three cities of Kosovo: Prishtina, Istog and Klina, with 225 teachers, where 220 were respondents of the Questionnaire, and 5 were interviewed. The research highlights that the curricular reform is overwhelming for teachers and it is more oriented towards administrative issues. The curriculum is perceived as incomprehensible, challenging and not really easy to be applied. Besides, it did not change the teaching practices, and it did not enhance the students’ learning outcomes. Peer cooperation is perceived as one of the changes that the new curriculum has brought to life, and this is an important factor that facilitates the implementation of the curriculum. On the other hand, the lack of resources and the insufficient time available for teachers are seen to be the main obstacles in implementing the curriculum.

One of the dilemmas of transparency between the public and the Parliament is the relation between the parliament, as the most representative political institution of the people and civil society.
In parliamentary communication, the relations with NGO-s are a relatively new experience (after the 2000s) and it has approached to the quality of international experiences. The outcome of this relation, more than an informative process, or the transmitting of its problems in the Parliament floor, has mostly followed a „mediatisation strategy‟, as a part of the marketing with the public from both sides. In this scientific cover age it will be in focus the communication between the Parliament and NGOs and analysing the people‟s information dilemmas from one side and the role of parliamentary transparency on the other side, as part of the Public Relations of the institution itself. Media‟s opinion as a key factor in information, it is considered necessary in the evaluation of the communication between the Parliament and the civil society. At this point of view, the rapport of the Parliament-NGO Communication, it is presented as a still unsolved problem in the definition of the information terms or public relations, where political marketing is also involved, as a part of this strategy.
The topic will include the handling of document data, statistics figures, integrated, with interpretations and factors from both sides of the journalists who cover parliamentary activity.

Albanian daily newspapers are in crisis. A part of it is caused by interventions of newspapers’ financiers in their editorial policies in order to realize their influence. Albanian newspapers are funded mainly by business. In this research we will prove the hypothesis that publishers have managed to distort reporting of journalists and that they in fact are the real editorial authorities of daily newspapers in Albania.
Result of this intervention is the decreased quality of the press, censorship and self-censorship on journalists. This has led to the decline of public interest for newspapers.
This research will be based on interviews with leading directors of newspapers but also newspaper financers, articles that address issues of media ownership in Albania, field research through surveys with journalists, and various reports of media monitoring.

Relation of the Perception of Work Environment with Job Satisfaction: The Case of Teachers in High Schools in the Municipality of Prishtina

Many researchers have put the work environment in the spotlight, anticipating that a positive environment would be valuable for enhancing employee satisfaction, which motivates them to be more efficient. The purpose of this research was to test the relationship between the perception of work environment and job satisfaction in high schools in the Municipality of Prishtina. The survey included 154 teachers in these schools. The results obtained in this study, for each dimension of the work environment, were analyzed according to the relevant theoretical framework. From the empirical results, it was found that there is a correlation between work environment and job satisfaction. These results indicate that there are positive correlations of sets of relationship dimensions, personal growth / goal orientation, and system change / maintenance with job satisfaction.

Pastoral message is a pure form of public communication in religious institutions, such a special communication that these ecclesiastical institutions react to certain situations, feasts, attitudes or events in the Albanian society. The message of each month, of three months or specific for different situations, represents a specific message in communication with the believers of religious institutions in Albania. Pastoral message is above all a call to reflection run believers, a public attitude held for religious institutions, is an explanatory communication and above all is a very specific communication between religion, believers and the entire society. In this paper, we will learn the tools and the organization of public relations in religious institutions, precisely in the Catholic Church, Orthodox Church and the Albanian Muslim Community during 2016. It will be taken into consideration the public communications as a form of pastoral message that these religious institutions are governing religious public and the society depending on events or different religious celebrations. Articles and reactions of these institutions will be closely seen in relation with nature of Pastoral message, by seeing the context, by seeing the articulator and above all by focusing on certain situations that caused the attitude of this public reaction to religions institutions. Also, we will see how it works and the difference that the "pastoral message" has from the common public communication of religious institutions.

Risk factors related to reported proactive violence and victimization among kosovar high school students

The aim of this research was to understand the risk factors associated with self-reported proactive violence and victimization among Kosovo high school students.
Data was obtained from 4709 high school students (15-16 years old) from Kosovo that participated in the European School Survey Project on Alcohol and Other Drugs (ESPAD). This study followed standardized methodology, sampling, administration and ethical requirements as those of the ESPAD survey which ensures comparability across European countries.
Results from this study support findings from other studies that males had a significantly higher average rank in both proactive violence and victimization categories when compared with females at (p<0.001). In addition, multivariable binary logistic regression showed that matching some factors were more strongly associated with perpetration of pro-active violence and victimization among Kosovo adolescents. The strongest association for proactive violence and victimization was with alcohol consumption over 30 days, followed by skipping school, and having a depressed mood. The weakest associations were observed for relationship with parents and gender. However, self-esteem scores showed there was not a statistically significant difference between pro-active violence and victimization. All of the above indicate an overlap of pro-active violence and victimization among adolescents, highlighting their role as both the perpetrator and the victim.

The image is a phenomenon that has always been an interest to human beings, although in recent years it has become a primary subject of conservation. What other people think about us or even what we think of them is based on the interaction we have with others in our daily lives. In this paper, the image will be seen beyond the interpersonal level, and the aim of a country's image as part of a country's public diplomacy will be explained. The purpose of this paper is to understand the way in which the coverage of Mother Teresa's consecration has affected Albania's image. The research question here is what the Italian media have had in influencing Albania’s image using their point of view. The main Italian newspapers: Corrieredella Sera, La Stampa, and La Repubblica have been selected for this paper within a two-year period, analyzing 41 articles published about Mother Teresa. Findings testify that these three newspapers have had great media coverage and in most cases, did not hide the origin of the Saint Mother Teresa, writing in the title that she was Albanian. Such an event of a person with powerful universal values positively affects the image of Albanians throughout the world.

While the variation of pedagogies has evolved over time in public school settings, there has also been a significant growth of alternative pedagogies over the mainstream circuit (Bodinet, 2016). One of lesser known pedagogical approaches within those, Contemplative Pedagogy, as well as its applications, have been explored in mostly-independent schools. The question arises: would it gain acceptance in mainstream education? The purpose of this paper is to explore the possible applications of Contemplative Pedagogy in an evidence-based international context, through the analysis of various Mindfulness training techniques and exercises aimed at heightening student awareness and self-knowledge within their larger societal context, and to analyze the impact of this approach within mainstream learning environments.

Determinants of Job Sastisfaction Among the Nurses of the University Clinical Center of Kosovo

The aim of this study was to assess the job satisfaction of the nurses working at the Pediatric Clinic of the University Clinical Center of Kosovo (UCCK) based on the modified McCloskey/Mueller questionnaire. The study involved 50 nurses with different backgrounds. Intrinsic factors that dominated the survey were carrier opportunities, positive interpersonal relations, participation in decision making, perception of the work as important, and sense of personal achievement. Results have shown that the satisfaction was higher among the nurses aged older than 50, nurses with the secondary school education, nurses with more than 20 years of work experience, and nurses with less than 500 Euros monthly income in their families. At the overall job satisfaction of nurses, intrinsic factors have been shown more important than extrinsic ones.

In the Albanian folklore, the ballad of the walled up woman is one of the oldest and best known ballads. It’s motive is to sacrifice a young woman in the foundations of a castle, a bridge, or another object that is important for ethnicity. The spread of this motive crosses the Balkan borders. Albanian neighbors, because of the most favorable circumstances like historical, geopolitical and other, have collected and published their songs half a century ago, and with them the options of the ballad for the walled up woman. Collections and Albanian version publications have been always at a disadvantage because of being fewer and not exhibited in a good way in the European literature of that time. In studies conducted in recent decades by philologists and Albanian scholars of folklore this ballad is estimated especially for the variants about the fortress of Shkodra. In this review the aim is to note how this ballad has been studied since the time of its collection until today, how has documentation evolved and what progress was made in collection of variants and in their interpretation. We refer also to researchers and schools which influenced me more.

The reform of public administration in Kosovo is a crucial part of the state-building. With the administrative reform, the government aims to modernize its public administration, to strengthen its capacities and to make it more efficient and accountable. Post-conflict period in Kosovo since 1999 when begins the building of the new public administration in Kosovo until the start of the reform in administration represents a relatively challenging period for Kosovo. The reform of public administration in Kosovo is manifested in two ways: first, in relation to its own development structure and, second, in relation to the functions it performs, effects of its work and services that offers to institutions and citizens. Implementation of e-government in the public administration in Kosovo enables all categories of government fast services, at any time and from any distance, in order to fulfill citizens’ daily requirements. Electronic governance modernizes the administration and creates an efficient and responsible management at all levels of the administration. Through enabling of electronic services to citizens, Kosovo will be part of e-Europe.

This paper is a research into the propaganda used by states as part of their policy to achieve the effects of the foreign policy. The interior propaganda is briefly mentioned in terms of interpreting the notion of propaganda because the scope of this paper aims to focus on the Serbian propaganda against Albanians: a propaganda that addresses the local opinion, but first of all the foreign one. In this context, there is a shift in time, the return of the Serbian propaganda at a time when Albanians are giving their efforts to establishing their nation-state. The paper is intended only to present the more extreme examples from both the past and the present, and not to stop the continuation of this propaganda. Its purpose is to liaise with the latest propaganda campaign intended to demonize Albanians.

In the light of ICT revolution, horizontal organizational structures and team-based work units have become more prevalent in global businesses and resulting rise of outsourcing industry. This study tested the extent of the virtuality of teams in Global Outsourcing Sector, and identified their virtual features using Virtuality Index and applying sequential Mixed- Method Research approach. Triangulation of findings generated composite set of virtuality features. Findings revealed that teams in the outsourcing sector are characterized as virtual teams having a significant extent of virtuality featuring workplace mobility, variety of practices, team distribution, interdependence, and ICT utilization, working across different time zones, dissolvable nature, resources pooling and knowledge sharing. This study lays a foundation for the researchers to begin their investigations with teams in outsourcing companies for further penetration of virtuality. Future researchers may simply carry out their investigations in article.

This material addresses a topic that has long been relevant in scientific circles. It is about the meaning or understanding of the use of English as Lingua Franca (ELF) and its role in the formation of language education policies in Europe, which in fact is creation of a multi-lingual individualism and a multilingual environment characterized by tolerance and respect for the different. The first part deals with the spread of English at a global level as a result of globalization, the development of information technologies and the need for lifelong learning and advancement. This concept speaks of Europe's educational language policies, where English domination is present. The purpose of the work is to present, based on a survey of relevant resources, the understanding of English as Lingua Franca in the formation of language education policies in Europe. Some authors believe that ELF's knowledge enables the largest movement of European citizens and participation in all public spheres, and that ELF can serve to promote other languages and cultures. However, in the Council of Europe it is thought that there is a lot of linguistic dominance. English language can jeopardize the desire of European language policies to create a multilingual society, where all languages are equally and equally valid.

Quitting with Style: Linguistic Analysis of Political Resignation Speeches

Political discourse mainly serves as a platform where a struggle for power takes place. Nevertheless, political resignation speeches stand out because their purpose is completely different – politicians relinquish power to other political actors. Quitting a high-ranking public position is never a simple matter; consequently, politicians are extremely cautious in coming forward with well-structured and well-phrased speeches. This research looks into the syntactic formula politicians apply in announcing their resignation. The focus is placed on determining the types of sentences (both according to function and structure) the resigning politicians prefer; their usage of syntactically marked sentences versus sentences in which the SVOCA rule is observed. Finally, the different realizations of the Subject and the use of passive voice are analysed, since these are deemed to have a direct bearing on the amount of responsibility politicians assume. The study offers a linguistic analysis of the resignation speeches of the last three British Prime Ministers and is directed at finding commonalities and differences in the syntactic features of their resignation speeches.

English is undoubtedly the most important means of communication between different nations worldwide. It is the lingua franca in most of the international gatherings, be them political, economical, social, artistic, literary etc. Similarly, in this framework, diplomatic and political interaction among nations is rapidly increasing, thus, rising the need for professionalism in translation. International law needs to be translated accurately in order to fit every country’s national political and cultural mentality.
This study analyses the peculiarities of legal translation with a focus on international treaties, namely “Convention on Cluster Munitions – CCM”, which Albania ratified and is a Member State.[1] This study focuses on the peculiarities and characteristics of legal-diplomatic language in terms of style, register, tone, sentence structure, syntax, and lexicology, the uniformity of terminology, functional equivalence and in the same time underscoring the difficulties that have been encountered during the translation of CCM.
In order to better understand the above mentioned characteristics, we will make a stylistic analysis taking into account the examples extracted from the official texts in both English (source text, ST) and Albanian (target text, TT). Even though we will confront both texts together – ST and TT – we cannot consider this analysis a contrastive and comparative one. It is not the scope of this study to compare and contrast the linguistic tools to identify the similarities and differences. On the contrary, we will focus on the style and tone of the conventions and the way these two components are linguistically portrayed in both languages.

Professional practice standards for school directors serve as a strategic tool to train and prepare school directors, and to improve the quality of education in institutions they lead. Over the last two decades, the education sector in Kosovo has been experiencing continuous changes so that a higher quality and genuine education of new generations is achieved, and having in mind that a school director is a key factor in coordinating the processes within school institutions, there are requirements for their professional development. To verify the usage and the impact of professional practice standards in professional development practice and performance assessment of school directors, a theoretical and empirical research has been carried out with primary and lower secondary school directors (N=26) and upper secondary school directors (N=11) in Prishtina and its suburb. From data analysis resulting from the quantitative approach (N = 37) it has been confirmed that, in Kosovo.

In the face of the great danger posed by the Covid-19 pandemic, political leaders worldwide, speaking from a position of authority, delivered carefully crafted televised speeches and press conferences, intended to inform the public about the pandemic, its implications and the preventive restrictions they were imposing. The main objective of this paper is to investigate how politicians used language, particularly metaphors, when
talking about and interpreting the newly created situation with the Covid-19 pandemic. For the purposes of this study a corpus was compiled of coronavirus-related speeches delivered by several key world political figures – Boris Johnson, Donald Trump, Angela Merkel, and Emanuel Macron. The speeches were delivered on a timeline from March to May 2020, i.e. the period that saw the inception, the peak and the gradual withdrawal of the first ‘wave’ of the coronavirus in Europe and the United States. A contrastive analysis of the speeches was carried out in order to detect similarities and differences in the
use of metaphors on the part of the politicians, at the three specific time points of the pandemic’s trajectory.

The aim of the text Kosova: meta-textual literature is the literary criticism conducted in Kosova, as part of the Albanian literary criticism and, further, the Albanian literature in general.
Therefore, the environmental determination “Kosova” does not intend to affect the status of the Albanian literature, as it forms, by stressing the common features, as much as the specifics of its development.
As already known, the context in which literary criticism was developed in Kosova, especially during the second half of XX century, is different from context of this literature in Albania, although by the end of the 60s it remained associated with, however to a moderate extent. Its textualtiy, meanwhile, affects the types, forms and methods, as well as different genres of discourses. It recognizes the academic criticism, the criticism of writers, and the critical project, as forms of criticism.
Our research here recognizes and seeks models and representative authors, meaning a number of texts and authors.

In March of 2014, when international media were reacting and opposed military intervention of the Russian army on the territory of Ukraine, in the province of Crimea, a strong statement of Russian President Vladimir Putin changed the media coverage of the event. He stated that "Crimea is Kosovo". He stressed that "the annexation of Crimea from Ukraine is similar to the annexation of Kosovo from Serbia, and every other argument is just an attempt to break the rules applied in the case west of Kosovo." This statement gave the start a media war that was not seen before, giving the public attention from the real event and catering to a kind of information that transcend diplomatic conspiracy channels. This paper will make a thorough analysis of how foreign policy uses public relations techniques to be present in the global media. The Government of Kosovo has recently signed an agreement with Turkey on a bilateral Free Trade Agreement in Goods. However, the negotiations in signing a free trade agreement in services are still on-going. This is the first time since Kosovo became independent in 2008 that the Government of Kosovo has been engaged in trade negotiations, as its so-far single trade agreement, the CEFTA 2006, was negotiated by UNMIK. The absence of experience in trade negotiations in itself creates challenges for the government when negotiating with Turkey on such a complex issue, as service trade liberalization. An additional challenge is created by parallel negotiations with CEFTA partners and the European Union. The purpose of this paper is to provide background information on services trade negotiators with Turkey, in order to formulate an appropriate position for the proposed negotiations. The paper focuses on the regulatory (legal) aspects of possible liberalization measures/commitments by Kosovo and Turkey.

Countries aim to create a positive image for themselves even through propaganda exerted by state actors, being presented as a victim of aggression, in order to gain sympathy from others. One such case of being presented as victims by demonizing the other party, was the armed incident in Kumanovo, Macedonia which happened at the beginning of the month of May; an event which had a great media coverage by international media. In this incident Macedonian side sought to present itself as victims of aggression caused by extremist citizens from Kosovo. International media widely reported the incident while a foreign publics, uninformed in details about the Balkans developments, is often influenced by the primacy effect of the message, be that a false one. The paper will address the huge international media coverage on this armed incident where 18 people were killed seen from the perspective of the image of Albanians in general and Kosovo in particular.
The main hypothesis that arises here is that the incident in Kumanovo, despite great uncertainties and doubts about the event itself, has negatively affected the international image of Albanians to distant public. The paper aims to analyze the coverage of the powerful international media; the primary message that was given and whether later explanatory information were provided thus to clarify the uncertainties. The primary message, even if it is a propaganda message, is estimated to be more effective than subsequent correction, especially in cases when the receiver of the message is a hardly informed public with the developments or the public which does not show any specific interest to such developments.

The Space of Enforced Disappearance

Enforced disappearance is a pertinent issue, particularly in the context of Pakistan and many other developing countries. However, the phenomenon of ‘enforced disappearance’ and the presence of a corresponding ‘penal architecture’ characterized by its ‘invisibility’ and ‘unknowability’ has not been given sufficient scholarly attention. Most of the literature available on enforced disappearance describes it as a tool of terror used by the state (or its agents). What is not focused on is the relation that exists between the phenomenon of enforced disappearance and the sovereign in the modern state. I unveil this relationship and explore its implications on our understanding of the concept of sovereignty by formulating arguments derived mainly on Arendt and Agamben’s concepts of ‘appearance’ and ‘bare life’ respectively. I argue and establish that enforced disappearance is an ‘exceptional’ phenomenon that results in the placement of an individual outside the protection of law into the ‘space of exception’ that is a complete and imposed negation of the space of appearance. Furthermore, the relationship between the sovereign and appearance is explored.

The main function of the language is to serve as the most sophisticated means for mutual understanding among people. It is a phenomenon tightly connected with the society and the culture. As they grow, develop and change, the language also changes in order to satisfy the need of its speakers. The language culture is, in fact, part of every individual’s common culture. It refers to the correct use and implementation of the standard language norm in every sphere of one’s living and functioning, including the articles in the journalistic sub style which should keep and promote this norm. Thus, the aim of the paper is to present the features of the Macedonian standard language in the newspaper columns, and determine whether the language used in them deviates from the already established language features of the journalistic sub style and from the language norm as well. The research has a qualitative paradigm and descriptive design. The sample consists of columns that are published in the Republic of North Macedonia. Analysis, synthesis and comparison are the methods used for processing the data and gaining conclusions. The research reveals that the language features and the deviations from the norm in the columns are identical to the ones already determined in the previous researches of the journalistic sub style.

Over the past two years, something odd has happened on Broadway, which can be accredited to one man, or rather two. A new musical known as Hamilton, based on the genius and life of Alexander Hamilton, is striving to become one of the most beloved, most viewed and widely appreciated Broadway shows of all time, and it is all the creation of Lin Manuel Miranda. This paper aims to address the issues of changing the conventional Broadway music by introducing hip-hop, which seemingly focuses on rapping about relevant issues over edgy beats. In line with relevant literature, the dissertation attempts to explore the role of the introduction of modern hip-hop music and diverse cast playing the protagonist parts of the Founding Fathers in achieving to convey the message of Hamilton while changing the face of orthodox Broadway plays. The paper departs from the question of whether these elements are successful in attracting diverse ethnicities and a younger audience, while simultaneously managing to gross higher ticket sales.

Sovereignty and self-determination are two basic norms of international law which often appear in contradiction to each other. The main debate here is which principle limits the other and the answer depends on an evaluation of each case. The case of Kosovo is a classic example of this dilemma. Both sides, Kosovo Albanian and Serb, claim their own rights based mainly on historical arguments, the former the right to self- determination in the form of their own state and the latter the right to retain the province of Kosovo under the framework of Serbia. Historical arguments or historical rights are an outdated concept. The modern concept of self-determination, developed from Woodrow Wilson’s theory which is linked to democracy, allows Kosovo Albanians the right to external self-determination. Sovereignty of the state does not exist as an absolute concept anymore, since it is directly linked to respect of basic human rights. Even that the self determination can not derive to a consistent international legal order, Kosovo Albanians have the right to external self-determination and their own state, since they were severely oppressed by the Milosević regime. Self-determination remains a radical concept to this day, one which can only be applied on a case by case basis and by taking into account of various factors.

The Kosovo-Serbia dialogue is one of the most important processes that the Republic of Kosovo has been engaged since its independence in 2008. However, from the beginning, the so-called Brussels dialogue has been characterized by the lack of transparency, dishonesty, and ambiguity. This article concentrates on the effect of the Brussels dialogue on the consolidation of Kosovo’s statehood. The article reveals that the Kosovo-Serbia dialogue has damaged Kosovo’s statehood internally and weakened it externally. While in the domestic aspect, the agreements reached in the dialogue have posed a serious challenge for Kosovo’s political and judicial systems, in the international arena, the dialogue has been an obstruction to Kosovo’s efforts to consolidate its position in the international relations. The Brussels dialogue is rather unique and unprecedented for the state consolidation literature in the sense that a democratic and sovereign state interferes, with the support of all international actors, in the internal affairs and organization of another democratic and sovereign country. This article also shows the EU’s impotence as a mediator in this process.

The Concept of Necropolitics during the Pandemic of Covid-19 in Brazil

The present article aims to reflect the access to health in Brazil, especially in the current context of the Covid-19 pandemic, establishing theoretical and conceptual paradigms between the fields of biopolitics and necropolitics. In this context, this study analyses the political discourses during the pandemic of Covid
19 in Brazil. The methodology comes from a bibliographic review, based on the hypothetical-deductive method, mostly based on the concept of necropolitics. Finally, it has been observed that even more dangerous than the virus itself is the necropolitical perspective that dictates who lives and who dies – in this case, who breathes and who suffocates – the nation’s economy over human lives. Creating and developing a partnership between schools and families is a topic of many discussions among the scholars in the field of education, so the partnership with the parents is necessary to raise the quality in education because the family plays an important role in the process of learning and children’s development. The partnership seems to be more necessary at the time when distance learning occurred lately which was imposed by the COVID-19 pandemic. It is important to pay attention to the forms of communication that are applied by school directors and teachers in relation to the parents, as well as to understand the planning and the realization of the partnership for the meetings and the reasons of organizing those discussions between teachers and parents during a school year in both junior and senior high schools. Through the data analysis it has been understood that application of the suitable forms of communication has a positive impact in school-family partnership and school-family partnership is more satisfying in junior high schools than in senior high schools. It is concluded that direct forms of partnership must be planned and applied in both junior and senior high schools considering that they induce positive results in problem solving and decision making together with the parents. Also, there must be strategies to increase school-family partnership especially in the senior high school education in order to make parents and teachers aware of the importance of the partnership in special situations during the COVID-19 pandemic.

For several decades, commercial television was based on 30-second advertising as the main source of income. Technological advancement created conditions that televisions and advertisers to apply new strategies and models of advertising such as product placement/brand, brand integration, branded entertainment (entertainment via brand), hidden advertising, advertorial, etc. These practices besides traditional coalescence of borders between advertising and media content produced both positive and negative effects.
Research questions raised in this study are: how do these advertising tactics affect the content of audio-visual media? What deformations /deviances appear in media during their implementation? What is the role and influence of large advertisers in the deformed relationship between mass media and marketing/public relations practices? In the focus of this research are informative TVs, News 24, ABC News, Ora News and Top News compared with generalist national televisions Top Channel, Klan TV and Vizion Plus television.
Since audio-visual operators continue to have problems with formal declaring of the quantitative advertising indicators, to conduct the study, we relied primarily on in-depth interviews conducted with heads of departments of television marketing, journalists, surveys and reports published by AMA (Audio-visual Media Authority).
The study shows that either national generalist televisions or information televisions do not have many differences in terms of new forms of advertising they broadcast; in generalist televisions along with 30 second advertising there is an increase and misuse of product placement in the programs as a hidden and abusive way of communication of a commercial nature while in informative televisions dominates the phenomenon of broadcasting paid chronicles in newscasts, which is another form of hidden advertising.
The use and abuse of the term “promotional message” is another common feature of television entities. Faced with financial pressure it seems that media managers have focused more attention on attracting advertising/revenue generation rather than to the quality and informative space.

This study is an account of characterizing traditional and contemporary elements in our popular folk music. It is stressed that some of the forms containing elements of the old musical tradition are pertaining to work, the calendarian cycle, the farming tradition, the ballads, the legendary epic ones, the love songs, etc. Also discussed is the distinction that has emerged in the recent musical tradition as a result of the use of electronic devices. These distinctions as segments of the recent creations in our folk songs can be seen in many artists of the present and are achieved by mixing the elements of our ancient tradition with elements from other countries, so that there is influence of Orient, Turkish – Arab, Roma, Greek and Slavic music. In addition the novelties in Albanian musical creativeness are discussed, which, compared to European one, have specific eleme-nts. Some professional estimotions with critical connotations about negative features of present folklore among are also being done.

This paper aims to discuss issues on learner autonomy and teachers‘ effort and responsibility in promoting autonomous learning in English language classrooms. The concept of learner autonomy is a focus of many researchers in different countries. Many researchers and academics consider this phenomenon as a central concern in language learning. In cultivating learner autonomy there is a two-way street; the teacher whose role is highly important in fostering and encouraging learners to learn in an autonomous way and the learner who is responsible for his/her own learning after getting the required need and help from the teacher. However, teachers around the world still struggle with the ways to foster autonomous learning in the language classroom or outside it. Therefore, this study was conducted in three high schools in Gjilan, where 30 teachers were interviewed in order to find out if they promote autonomous learning, and if so, how much effort and responsibility they show with their learners, and their opinions on the necessity in promoting Learner Autonomy (LA) in English classrooms. As a result, study findings show that the interviewed teachers are aware of the importance, but regarding the implementation of learner autonomy however.

What could be noticed in this particular work is the fact of a group of nations being able to adapt to openness and contemporary concepts, concretely, what the world/ earth needs for the moment and the way others try to show their power by building fortresses (this might not even be considered power, but the way to be protected from others). It seems to be unfortunate that architecture will always be in the dilemma of what can be done and what should be done. As a result, the analysis of the study object shows the representation of a State, Country or Region in an architectural context, however, it can be noticed that they all go in different directions or better say, try to express different understanding of how should they be represented in this particular environment and what is for them (the Nation) of a greater importance.

According to the principles and standards of market economies and based on OECD principles, Corporate Governance should ensure the growth of the value of companies' assets. Besides, it should provide a balanced representation of stakeholders' interests, first of all, to owners, management, and employees. One of the key problems that newly created private enterprises and enterprises created through privatization is their incorporation or the creation of modern corporate governance structures which, as discussed in this paper, are of primary importance for the growth of these companies, for their sustainability, for access to capital and for their investment attractiveness. Achieving these standards in transition economies is proving to be quite problematic, especially in the Eastern and Southeast Europe. Theoretical discussions and empirical research largely conclude that the problems are not so much associated with the legal framework as much as they are concerned with their implementation, especially with the institutional environment and the problems that these countries have with law enforcement and corruption. This paper provides an overview of theoretical discussions on specific corporate governance issues in these countries and then based on the secondary resources and empirical studies in Kosovo's case, a brief comparative analysis of developments in this area in Croatia, Bulgaria, and Kosovo. The conclusions drawn from this analysis appear to be in line with theoretical discussions.

The Albanian Language is an Indo-European Language which is considered by the majority of linguists to be the direct successor of the ancient Illyrian. The origin place of the Albanian Language is supposed to be the place where currently the Albanians live and perhaps farther North. There is no doubt at all as Dardania or the present Kosova is the place where the Albanian or Proto Albanian Language has been spoken continuously until these days. The Albanian Language has two main dialects – the Northern dialect or the so called Gheg and the Southern dialect or the so called Tosk which are also subdivided into transitional dialects. The dialects differ mainly by phonetic but there are also some slight dialectal differences. Nevertheless, these dialects are mutually intelligible. The first known document in Albanian is the “Baptism Formula” recorded in 1462 by Pal Engjëlli (Paulus Angelus). The Albanian Language has undergone two official standardizations. First in 1920 at the Education Congress of Lushnje it was decided that the language of Elbasan meaning Northern Gheg to become official Albanian Language whereas in 1972 at the Congress of Albanian Orthography was definitely decided that the Tosk is to become standardized. Today, the Albanian Language is spoken by more than 7 million Albanians in Albania, Kosova, Western Macedonia and parts of Southern Montenegro. The Arvanit dialects in Northern Greece do not exist anymore but there are some other types of Albanian which are spoken in Southern Italy more exactly in Sicilia and Calabria in Zara- Dalmatia in Croatia in some villages of Ukraine and in Mandrice of Bulgaria. There are millions of Albanians from Kosovo and Macedonia living in Turkey who emigrated there, during the Second World War.

In intergroup conflicts, dealing with the past is essential for reconciliation. Peoples’ tendencies to blame each other for the past ingroup suffering by outgroup can cause a considerable challenge for reconciliation. Alternatively, if people show forgiving attitudes toward outgroups for inflicting ingroup suffering, intergroup relations can improve. This study analyzed how rival group members react when discussing past intergroup violence. The study is based on structured dialogue meetings with Albanian and Serbian participants in Kosovo. Using Braun and Clarke’s guide for data analysis, the results showed that rival group members emphasize mainly the events when the ingroup have suffered while neglecting the events when the outgroup have suffered. The study found that people use various strategies to deny or justify past ingroup violence toward the outgroup. Forgiveness, apology, blaming the other, collective responsibility and ingroup shame, are themes that have emerged when rival groups discussed past intergroup violence. We discuss the implications of these themes for intergroup relations in Kosovo.

During the process of foreign language learning, it often happens that students are influenced by native language rules while formulating their ideas in a foreign language, thus failing to pay due account of the fact that linguistic aspects are different in different languages. In light of this finding, this paper/presentation intends to make a contrastive analysis designed to demonstrate, both from a theoretical and practical perspective, similarities and differences between subject clauses in English and Albanian, from a syntactical point of view. Thefollowing presentation examinessome of the linguistic means used to express a subject clause in both languages; their structural typology (based on the conjugation means); the grammatical agreementsbetween the categories of number and person, both direct or otherwise, that this type of sentence establishes with the predicate of the main clause of a complex sentence; as well as its order in the complex sentence.
The similarities and differences we intend tounfold in this analysisare expected to be of value to two target-groups: it shall serve English language students as an example illustrating that failure to take account of these linguistic differences in the way a sentence is formed, would result in the use of grammatically erroneous structures and, consequently, create obstacles in interlingual communication. This presentation shall also serve English language university students who may use this modest and by no means exhausting presentation, and elaborate it to a greater extent and in greater detail in their scientific papers.

Acquisition of Albanian as a first language from the perspective of natural order hypothesis

This study deals with the natural order hypothesis in language acquisition, which posits that there is an order in which grammatical morphemes are acquired in the first, but also second language acquisition. There have been numerous studies addressing the order of acquisition of grammatical morphemes for major international languages. There have been no such studies for Albanian language, which could serve to improve acquisition of Albanian as mother tongue, improvement of the language curricula in schools, or to facilitate acquisition of Albanian as a second language. This research involved over 100 junior researchers in a cross- sectional research observing more than 200 children of age 0-11 organised in four age-groups over a period of two weeks. The observation collected naturalist non-experimental data to find out whether there is a natural order of acquisition of grammatical morphemes and structures in Albanian as a first language. The dissolution of the former Yugoslavia, which started in 1990, led to the formation of seven new states. Societies of these states went through periods of war and post-conflict developments. Media and public discourse could not avoid being an active part of conflicts and later of post-conflict environments. Kosova, as the youngest state (since 17 February 2008) that emerged from the former federation, experienced a process of war and en masse exodus, and later a peaceful post-conflict transition. The peaceful media model has been an essential part of the transition, which is not over yet, just like is not over the process of building of political democracy. There have been frequent debates on the topic of the responsibilities that may be attributed to the media in a conflict, on the one hand, and the positive role the media and journalists can play in post-conflict societies, on the other. Today, when from the start of transition process in the Balkan countries about 19 years have passed, the reformation of their taxation systems is still ongoing, facing numerous challenges.
The reforms of taxation systems is one of the most important components (segments) of their social-economic transition led by the aspiration to become members of the European Union.
Higher results consist in the fact that all the Balkan countries, some earlier some later, have included the income tax, the corporation income tax and the VAT into their taxation systems. In this context, in order to create competitive taxation systems to attract investments and to make taxation harmonizations with the EU, the tax rates have considerably been reduced and succesful steps have been taken in the function of harmonization of taxes with the EU member countries. Some countries have managed to build their taxation systems in accordance with acquis communautaire. The creation of taxation system and policy in Kosova by UNMIK is a case of a unique example created in practice without internal influence and without a political dialogue. From 1999 until the Declaration of Independence, on 17 February 2008, UNMIK was the creator of the taxation system and policies in Kosova. After the Declaration of Independence, the Government of the Republic of Kosova took the first reformation step by reducing the income and corporation income tax rates. However, the taxation system and policies in Kosova must also be reformed in many other components.

Trace materials located at the scene of explosion are one of the most critical zones during investigations. Therefore, it is not a rare occasion that some of very important trace materials and facts found affect the end result of the case at the court in an essential way. For these reasons, with the development of scientific aspects of forensic sciences, more attention is to be given to the discovery and preservation of the integrity of the evidence which are to be studied later by the subject matter experts in the criminalistic laboratories. One of the most mistaken approaches to this issue, which is related with the modern apprehension of the forensic science, is that this field is sometimes tied with the work of criminal laboratory’s technicians only, which in reality presents a major mistake. It is a fact that the skills of a laboratory technician to provide justifications on scientific basis are largely dependent from the observation, collection and evidence recording at the scene of a criminal event, because the criminalists located at the scene is to the same extent part of the forensic science, also as experts in the laboratory. If trace materials are not managed properly, the work of the criminalistic laboratory can be questioned to a great extent. This is one more reason that requires attention, both at the scene and at the entire routing until the trace material obtains a judiciary epilogue.

This paper analyses the effects of fiscal policy on the economic growth of emerging developing countries such as Southeast European countries. The discussion related to fiscal policy impacts on economic growth is quite current, as the development of appropriate fiscal instruments can lead to continued and sustainable economic growth of these countries. The method I used in this paper is the Panel data model, namely Pooled OLS, Fixed Effects, Random Effects and Hausman Taylor-IV, to assess the impact of fiscal policy on economic growth. The variables used in this paper are: GDP - economic growth, tax revenue and government spending. The impact of income and expenditure on economic growth was analysed with data from 1994 to 2015.

Geography of news in the print media, according to the geographic level!

The purpose of this paper is the observation and analysis of the geography of news in the print media in Albania. Six daily newspapers, which represent four different types of print media, have been studied for 30 days on news geography, based on five geographic levels. First, the continental news (European); second, Balkan news; third, national news; forth, regional news (county), and finally, local news. The analysis has been carried out in several areas simultaneously; first, for each geographic area the Information topics have been monitored based on the common structure of the Albanian print media; political, economic, social, cultural, art, daily news, etc. Secondly, the genre through which the information is conveyed (news, analysis / commentary, reportage (feature), interview) has been highlighted and also it has been studied if the genre is defined depending on the country of the origin of information. Finally, there has been monitored the news authorship for each geographical level, and from where the news is reported.
This article ascertains the interrelation of the information, based on the geographical concept, the reasons for reporting, and specifics of this reporting.
The methodology used is that of the measurement and analysis of the product / information in the press, of course, based on the theoretical literature. There have been chosen some daily newspapers published in Tirana; daily newspapers that are the official papers of the main political parties, respectively “Zëri i Popullit” and “Rilindja Demokratike”; two self-declared independent media, respectively “55” and “Dita”; a daily newspaper of the centre “Panorama” and a daily newspaper which is an ‘extension’ of some other business activities, “Mapo”.
This is a quantitative and qualitative analysis.

The subject of this paper will be the attempts to find a basic principle of science from different philosophers of science. These resulted into novelties as well as new problems of perception, interpretation and approach to science, and its development.
Although the science which constitutes the most obvious evidence of increased human knowledge, turned out to be a very complex phenomenon with many different challenges to be understood and explained, which is expressed through different theories of philosophy of science, which also express different approaches, but at the same time reflect its evolution.
The novelties as well as epistemological problems, roughly speaking, can be summarized as follows:
(i) the formulation of the basic principle of science – the principle of verifiability,
(ii) the falsification as a guiding principle of science,
(iii) the paradigms and their shift as main principle of development of science; and
(iv) the controversial developments after Kuhn
Yet, despite the success, there is still no epistemological theory, which would give answers to questions: whether there is any rational explanation of how the community of scientists sets, culminating in moments of scientific development, to change the paradigms.

Negotiating Identity During the Macedonia’s Name Change Period in Media Discourse

The name is an essential mark of one’s identity, and if someone is pressured to change it under any circumstances it would naturally lead to feelings of uncertainty, fear, anxiety and doubt, because it is not only important how people see themselves, but also how they want to be seen by others, as well as how others see them. This paper analyses the discursive processes used by the media sources to negotiate and construct the identity of Macedonians in the period before and after the change of the name of the country from the Republic of Macedonia into the Republic of North Macedonia in 2019. Taking interaction and language as central to the construction, enactment and negotiation of identity, a corpus of 20 articles of both pro- and anti-governmental newspaper outlets, written before, during and after the name change were analysed and parallels were drawn in terms of the language used by both media sources to discuss the identity of Macedonian people. The analysis showed that while the pro-governmental media were attempting to portray a new identity of Macedonians in the EU, the anti-governmental ones presented the name-change as a threat to a complete identity loss (Trajkova, 2020). This situation left the Macedonian citizen confused, scared and in doubt of what was the right or wrong path to take.

The western Balkans and EU multilingualism: A focus on translation and interpreting

To date, four countries in the western Balkans have attained EU candidate country status: Albania, Montenegro, North Macedonia, and Serbia. However, little research has focused on the logistics of how the official languages of these countries will eventually be incorporated as official and working languages of the EU. Therefore, in contextualising the unique historical, political and sociolinguistic situation of the western Balkans, this literature-based study examines current translation and interpreting provision for Albanian, Macedonian, Montenegrin, and Serbia within the EU’s language services. In addition, specific attention is focused on the availability of relevant translator and interpreter training options, as well as on further areas for potential cooperation.

The aim of this research is the reflection of the influence of English language on Albanian language used by Kosovar media. The Albanian language is always influenced by other languages, including the impact of different invaders throughout history over the Albanian people. English language holds a special place as a global or international language. Its use affects all the languages of the world, including Albanian, where its influence has become more significant over the past twenty years. This happened due to uncontrolled entry of anglicisms in Albanian language and the need for appropriate terminology labelling as a result of technological development. The equivalents of current Albanian words are not used in the media or in public because of the prestige that that English words have. Lack of equivalent words is another reason for using more anglicisms. Today, despite the commitment of the Albanian language lecturers, television media and daily newspapers are the most significant users of anglicisms. This research deals with the history, use, causes, time and future anglicisms in Albanian language.

The media market is overloaded; the new operators sign their name as competitors for advertising space, and the need to improve the quality for the media communication campaign is growing; but, paradoxically the media operators have left the audience measurement – the only criteria who can regulate this market – out of attention. Only well-educated persons, with an affinity for technology, which are very keen to the development of this specific market, are trying to make sense and just not to leave it as a niche reality. In this article we will try to explain why the media operators are not embracing this new reality, boosting informality in the sector, with bad consequences for the quality of the media programming schedule offer. What are the real reasons, and the balances broken out from the implementing of the new rules in the market? The problems seem to be systemic, and in this way they should be sorted out.

Using first language (L1) as a necessary and facilitating role in the second /foreign language (L2) classroom, has been a very hotly debated issue among teachers of English. This paper aims at examining students’ and teachers’ perceptions of the use of mother tongue and translation in various linguistic situations. This study examined language transfer while learning and teaching EFL, respectively the language interference in the written English of Albanian students. The study focused on recognizing, describing and explaining transfer-induced lexical and syntactic patterns that occur in essays written by Albanian University level students, and on following a possible change in the quantity and quality of these transfer patterns. The analysis of these transfer patterns aims at explaining the written English production by Albanian students, namely, how it is influenced by their mother tongue and what types of changes have taken place in it. The activities that help raise learners’ awareness of the language use are described. The findings reveal that all learners need a support of mother tongue in English classes, but the amount of the native language needed depends on students’ proficiency in English. This article will report on a piece of research that will be carried out in my own teaching/learning environment at the Language Center - South East European University in Tetova, and will present a comparative study of students’ and teachers’ perceptions regarding the use of L1 in EFL classes in the monolingual classroom.

American intellectual opinion on Kosovo continues to draw significant attention from citizens and policymakers of Kosovo. This opinion continues to serve as a very important indicator for future developments. The Kosovo public’s attention to the American reflections on Kosovo is a result of American pragmatism in the affirmation of freedom-loving values and promotion of democracy in the world.
The bloody destruction of the former Yugoslavia produced increased attention on the part of the international community, especially the United States, on the need to prevent another human tragedy that would burden the consciousness of policy makers of the time.
For ten years, Albanians peacefully resisted Serbian expansionist nationalism, but their voice, despite sympathies, did not suffice to attract the requisite international attention without having to enter the cycle of ethnic violence.
It appeared that a part of the international community had illusions about the longevity of the former federation, in the same way it considered finding a solution to the Kosovo issue within the Serbia-Montenegro remnant, or later, within Serbia. Nations of the former Yugoslav Federation paid their independence price with the loss of hundreds of thousands of lives as a consequence of a leadership guided by fabricated medieval myths and superstitions after which the ideology of Greater Serbia was modeled and on whose vanguard stood the Serbian Academy of Sciences and Arts.
In this paper, we will present the United States’ official political and academic opinion on American policies on Kosovo before, during, and after the war. We will note a substantial evolution of attitude towards the resolution of the Kosovo issue.

Political news prevail in Top Channel, Klan and Vizion Plus televisions news edition. The journalist‟s main sources are PR offices of the political parties, administration or government. The TV chronicles are pre-packaged and have almost the same footage and information. What makes a difference are the reporting nuances imposed by the editorial policies.
Taking in consideration this submission, the question is how does the TV websites function? Are they considered as extension of this traditional media or they are conceived and function as purely online media? Are this websites oriented by the audience interest, online traffic or do they follow the same editorial policies? Do they have advertorial content? What about churnalism – the amount of the press releases, wire stories and pre-packaged materials used to create articles in these websites?
This research is based on news stories published in the three main television websites; interviews with the editors in chief of these online media; audience overview based on the statistics of the “Traffic estimate” website; and some of the main contemporary authors of communication, online and social media.

This article is tackling the subject of public relation of Tirana Municipality, the techniques which were used for the transmission of messages to the public audience, and the communication channels used by the PR team at this institution as well.
The used methodology was based on the contemporary literature which has to do with public relation, in order to analyse the techniques used for PR.
In this article are used also the data obtained from monitoring of three televisions and online communication, starting from the period February - 1 to June - 1, when in Tirana has been raised the huge debate on the construction of the Games Park at the Tirana lake area.
The televisions which have been monitored are: Top Channel, Klan and Vizion Plus TV in their central editions.
Also, during this period of time has been followed the online- communications used by official sites of the institution and the mayor himself, and the other different social networks as well.

The agricultural sector in Kosovo is of great importance regarding economic development of the country as it can considerably contribute to the overall employment, as well as to the growth of Gross Domestic Product. However, despite the importance of this sector in the development of the country and improvement of the current situation, investments in this sector and the exploitation of its potential remain at an unsatisfactory level. In the development of this sector, an important role also belongs to the commitment of local bodies and institutions, in particular to the Ministry of Agriculture, Forestry and Rural Development.
This scientific paper aims to provide a general overview of the current situation of the agriculture sector and its role in the development of the country, as well as to present and analyse on a scientific basis the management of financial resources by local institutions, in particular of the aforementioned Ministry in the development of this sector.
The scientific paper is based on data analysis presented in various financial reports and local strategic documents, laws and regulations in force, interviews with responsible officials as well as other relevant scientific sources in this field. The analysis will be accompanied by tabular and graphical presentation.

The paper work focuses to analyze the regulated rate of media during the media transition period, into a specified context of public relations, as well as ethical and professional impact of this norm that has to do with the freedom to speak, to distribute and get information. The approach will focus on public media report, the audience, ethical obligation and legal rights in the society of Kosovo after 1999. The regulatory rate is being analyzed divided into two periods: the first, period after the war, from 1999 to 2006, when the Kosovo society was administered by UNMIK (the Constitutional Framework, media regulations and administrative decisions) and the second period before and after the recognition of the state of Kosovo by the international community, from 2006 to 2014, when the rate is approved by the legislature of the Republic of Kosovo.

The Impact of Political Socialization in Kosovo Political Culture

This paper analyses agents of political socialization and their impact on Kosovo’s political culture. The importance of political socialization in defining Kosovo’s political culture is considerable, because with a special attention to its factors such as: family, education, religious institutions, peer groups, social classes, interest groups, political parties and the media, it may represent the attitudes, developments and changes that are involved in shaping political culture. To analyse the problems of political culture and the functioning of the Kosovo political system, the analysis is based on empirical research realized in February 2016, extending across the territory with a representative sample of (n=1007) respondents, including majority Albanians, and minorities Serb, Turkish, Bosnian, Roma and Ashkali. We compare the results with the empirical analysis of the pattern of political culture of Almond, Powell, Dalton and Strom (2008), always referring to the methodological criteria. The applied methods in the development of the study are the comparison method and the deductive method.

The advantages of online shopping according to Albanian customers

This paper aims to provide a better understanding of the benefits of online buying according to Albanian customers. A questionnaire was designed online since the research was an online consumer behavior study, online data collection methods were preferred. 217 were responded, and the sample consisted of individuals who made at least one online buying, during the last month. Among them, 62% were women and 38% men. Their age structure was divided in this way: 42% of them were 18-25 years old, 35% of them were 26-36 years old and 23% of them were over 37 years old. 11 % of the interviewed have made an online buying 1-2 times, 47% of them 3-5 times, 18% of them have made an online buying 6-8 times and 24% of them have bought online more than 8 times.
The factor analysis showed that the perception of the benefits of online buying is influenced by the following factors:
(i) shopping convenience (25.6%), (ii) wide range of products (21.4%), (iii) purchase facilities (16.7%) and (iv) satisfaction (10.6%). These factors explain 74.3% of the total variance regarding customer perceptions.
The factors that affect the customer perception regarding the benefits of online shopping have a positive correlation with the perception of the internet as a buying medium, the frequency of internet visits, the frequency of online buying and the time spent for online buying.
Since we have a small sample size and the market in Albania is characterized by continuous change, the results must be accepted as preliminary ones that give us information to understand the customer behavior in virtual markets.

This paper has two objectives. It intends, first, to elucidate Ferdinand de Saussure’s discourse on the arbitrariness of linguistic signs and, second, to expound Keizaburo Maruyama’s unique, epistemological thesis developed based on Saussure’s ideas. The argumentation goes as follows. After illustrating that the Swiss linguist’s case, having been understood too diversely, requires an accurate recapitulation and Maruyama’s texts have received little heed, the first section which proves Saussure’s original opinion entails that not only the relationship between a linguistic sign’s signifier and signified but a language’s classification system itself is absolutely contingent. The second section, scrutinizing Maruyama’s theory about our interpreting the world, shows its gist is humans construe the universe through the duplex articulation structure. The third, concluding section describes his view on music as another attribute of his thought, and closes the discussion by indicating that his texts, albeit written decades ago, can help us address today’s conundrums.

Harmonization of state legislation with EU legislation – the case of the so-called anti-defamation media law in Albania

Albania is a European country that has been involved in the long process of EU accession since the fall of the communist regime at the beginning of the 90s’, but is yet to meet a number of requirements to join the European Union. One of the policies that is being scrutinized and going through the EU adaptation framework is the media policy. This article adopts a single case study approach, specifically the most debated media law package in Albania in the last three decades, the so-called anti-defamation media law. The focus of my research analyses concerns the role of the stakeholders involved in the process for the alignment of the media legislation in Albania with the EU regulations. To that end, I have used the expert interviews method, with experts who have been engaged and set out recommendations in this long process which has not finished yet. The research gives a general overview of the interactions of the stakeholders involved in this process, such as national and international journalists and human rights NGOs; international institutions which operate in Albania and have been quite active in this debate, and independent journalists. Another crucial part of my research is investigating through policy analysis methods how the stakeholder’s input has been incorporated into this complicated policymaking process or most of the time totally ignored by the decision-making institutions such as the Albanian government and parliament.

Globalisation is defined as economical, political, social and cultural process and the effect of it is has the impact in the whole world or all inclusive. From this definition it derives that this process is multi dimensional that has included the whole of the globe from the physical point of view it has had a comprehensive impact in almost all spheres of life and societies. As such it is considered as un avoidable.
With all the positive’s that globalisation brings and have to do with economical development
There is a downfall side of it that can be called as negative sides and have negative consequences. As a result of it , the trends of those who oppose it in diametrical manner has grown giving us to types the one who are for it , and the one who oppose it by all means.
It is true that globalisation changes relationships, not only political but economical social and cultural as well. In this manner globalisation manifests itself in linguistic and cultural sphere.
This is more than obvious in Albanian space and where this impact is clearly visible.
In Penal and procedural science in Kosovo this impact is doubled: while in Penal code of Kosovo the impact is more in language and is manifested in particular terms mainly English ones in Procedural code this impact has been in the substance of the procedural penal code itself.
Time is a witness that usage of foreign terms in Albanian language most of the time is a necessity and the only salvation is borrowing up the foreign terms .And this mus go on until the proper term in Albanian language is found or created and this will be left to the linguists first of all the one who study the penal sphere to invent and create that must be in Albanian and are meaningful and correspond with the meaning of the foreign word or expression without leaving any doubts in this very delicate field .

Gjergj Fishta in the history of Albanian literature

Gjergj Fishta is one of the most extensively analyzed writers of Albanian literature. Although he was disowned during the communist period in Albania, his undeniable literary values brought about a restored interest into his work by many scholars. For a long time, during the communist censorship up. until 2014, many discussions and writings occurred regarding the ban of some writers during the period 1912 to 1939, including Fishta. Such a conclusion emerges due to the fact that various critical and literary works into the history of literature, as well as post-war anthologies, whether individual or group writings, failed to afford Fishta with his due place. Furthermore, following the democratization of Albania, the prohibition of Fishta’s writings over the course of half a century has been the subject of many writings. Therefore, this paper will analyze Fishta in communist times, his inclusion in histories of Albanian literature after 1968, which coincided with the year when the manuscript “The History of Albanian Literature 1912 – 1939” was prohibited. In particular, the proceeds with an evaluation and analysis of Fishta’s writings in these histories, including the manuscript itself.

Alienation of the Institution of the Assembly!

Kosovo does not have any emphasized experience related to development and operation of independent state institutions. Development of power in Kosovo, which derives directly from the votes of citizens, happened only after the end of the conflict in 1999, respectively after the installation of the mission of SC of UN – UNMIK and organization of first elections in 2000. But since the establishment of first institutions until now some interventions were noticed, and those interventions, for a country with long tradition but even for Kosovo are not common and are unconstitutional. In Kosovo the most visible and most pronounced interventions happened in the work of legislature, Assembly, initially by the mission of UNMIK and later by the Government itself. Therefore, Kosovo Assembly as the highest legislative and representative body as it was originally intended with the Constitutional Framework and later with the Constitution of Republic of Kosovo, not rarely did not have the possibility to fulfill its constitutional and legal functions.

Analyzing business environment- Power outages as an obstacle for firms

An efficient firm infrastructure is considered as one of the key factors of the firm performance considering its impact on time and cost savings. The positive impact of the quality of infrastructure on firm performance is very cognitive, but the lack of adequate infrastructure remains an important obstacle especially on transition economies. Thus, primary objective of this paper is to provide information regarding the power outages as an obstacle to firm’s performance. This paper focuses on the cross-country comparison with the intention to show the progress done by governments in improving this obstacle to the private sector using survey data provided by World Bank in partnership with EBRD. This is the Business Environment and Enterprise Performance Survey (BEEPS) database which offers a wide range of topics of business environment. The results show that Kosovo leads regarding the average hours without electricity, number of power outages in a typical month and the percentage of sales loses due to electricity insufficiency. The panel data techniques, respectively the fixed effect model, show a negative and significant impact of the average number of power outages on the sales growth.

Now, one year following the declaration of independence of the Republic of Kosovo from Serbia, on February 17th, 2008, the institutions of Kosovo have before them, the great challenge of promoting ever greater recognition from international society.
In the near future, the independence of Kosovo will also be subject to a legal evaluation from the International Court of Justice.2 Within the framework of a request for a consultative opinion, directed by the General Assembly based on article 96 of the Charter of the Organization of the United Nations, with Serbia’s initiative, the International Court of Justice was called upon to respond to the question of whether “the unilateral declaration of the independence of Kosovo from the provisional institutions of self-governance of Kosovo is in accordance with international law?”

The Approach of Local Firms towards E-Banking

The Objective – This paper aims to identify the critical dominant incidents and key instigators that influence usage or lack of usage of e-banking by the business clients.
Methodology/Approach – The research at hand utilizes the Grounded Theory of Barney Glaser and Anselm Strauss (1967). It also utilizes the Critical Incident Technique in order to identify the factors that influence on the (dies) satisfaction of the business clients in using the e-banking. For the purpose of this paper, the empirical data were gathered through interviews by using open ended questions. Among 63 interviews with the representatives of the small and medium enterprises (SME), nongovernmental organizations and other business organizations, 23 of those interviews were deemed as invalid for the purposes of this research, given that they declared that they do not use the e-banking.
Findings – The empirical results highlight the need to raise the consciousness regarding the efficacy and the advantages that e-banking offers to small enterprises; on the other hand, many other enterprises cannot conceive the possibility of running their business without e-banking, given that in the past their personnel spent so much time in traffic, or waiting in line for hours in order to execute payments, or they had to carry large amounts of cash money and they were concerned in that process by the feeling of insecurity until they performed the delivery of such money.
Limitations of research – The research is limited only to the description of one critical incident that occurred in a particular bank. There are cases, however, when the business clients utilized the e-banking with several banks. In the future all these cases need to be identified and registered appropriately.
The originality/value – The present findings form the basis for a more extended research in order to evaluate the satisfaction of the business clients with the service of e-banking and to offer further suggestions which a bank needs to follow in order to be successful in attracting and retaining the business clients.

The modern art was brought to Kosova during the 1960s-1970s by the first generations of Albanian creators, who graduated from art academies of main art centres of former Yugoslavia – Ljubljana, Zagreb and Belgrade. These creators will enter in the history as pioneers of Kosovar modern art. Some of these artists made attempts to develop authentic styles and doctrines. Some others, on the other hand, who did not manage to avoid the influences of their paedagogues, remained, unfortunately, under the Bacon and Chagal influences. The most characteristic representatives in painting are: Nysret Salihamixhiqi, Muslim Mulliqi, Xhevdet Xhafa, Engjëll Berisha, Adem Kastratit, Esat Valla; in sculpture: Agim Çavdarbasha and Agim Rudi; in graphics: Gjelosh Gjokaj, Fatmir Krypa, Agim Salihu and Ymer Shaqiri; in applied arts: Agush Beqiri Nuredin Loxha Simon Shiroka, Shyqri Nimani and Violeta Xhaferi. After the 1970s, new media art, as a category on its own, appeared. The word group contemporary art refers in general to the art being done now. A special feature of contemporary art are the issues that are often treated under the influence of concepts representing in the today’s world terms such as: cloning, politics, economy, sexuality, races, ethnities, human rights, war, poverty etc. with a special effort in performances, instillations and videos, exceeding thus completely the conventional limits.

The spin doctor: an alternative approach of public relations in albanian administration?!

This study will focus on the approaches of public relations in the Albanian administration and its cooperation with journalists in spreading information through various channels. Taking as a study case the Albanian Justice System, the paper will discuss the following questions:
Is spinning emerging as an alternative of PR in Albanian administration?
What are the dominant characteristics of public information?
As a result, are there implications for mass communication theory and for the practice of journalism?
Using communication and public relations theories intertwined with empirical evidences, the study suggests that spin doctor can be considered as a distinguished communication role, but at its infancy. Putting a positive spin on events, shedding the truth and spreading the information via mass communication channels raises the discussion of information trends and perception to the potential publics. As information technology is in continuous development, as social media are increasingly challenging the traditional media, the effectiveness of spin is in question.
